Billy Harold Waters

February 6, 1934 – June 9, 2026

Billy Harold Waters, 92, died on June 9, 2026, at the Randolph Hospice House, in Asheboro, NC. A visitation is planned at 10:30 a.m., followed by a funeral service at 11:30 a.m. on Thursday, June 18th, 2026, with Pastor Mike Shivar officiating at Galilee Missionary Baptist Church in Jacksonville, NC. A graveside service will follow at Onslow Memorial Park in Jacksonville, NC.

Billy was preceded in death by his beloved wife, Gwen Waters, of 57 years. He was also preceded in death by his parents, Marvin Eugene Waters Sr. and Flossie Mae Aldridge Waters, brothers, Kenneth Waters and Marvin Eugene Waters, Jr. and sister, Margaret Waters Willoughby and granddaughter, Jennifer McMurtrey.

Billy is survived by his four children, Debra Laws of Wilmington, Denise Bell of Jacksonville, Scott Graham of Wilmington, & Michelle Kleisner of Ramseur; eleven grandchildren, Seth Laws, Chris Laws, Reina Laws, Allen Bell, Michael Bell, Timmy Laws, Rebekah Cihocki, Jessica Stamer, Lauren Medeiros, Stephen Kleisner, and Matthew Kleisner; seventeen great-grandchildren, and two great-great grandchildren.

Billy retired from Civil Service working as the Commissary Manager at Camp Lejune. After his retirement, he continued his career by working for IGA and Piggly Wiggly. During that time, he also worked with the Daily News in Jacksonville delivering news papers along with his beloved wife, Gwen Waters, and his baby girl, Michelle. If that wasn’t enough, he also assisted with hanging drapery for Sears.

After officially retiring from Piggly Wiggly, his passions were going on bus tours, vacationing and making memories with his beloved wife, children and grandchildren. During this time, he loved to be making his home a masterpiece by doing improvements to his beloved home.

In 2002, he became an Ordained Deacon at Galilee Missionary Baptist Church that he served with a servant’s heart. He was a Sunday School teacher, treasurer, grounds keeper, handyman and whatever else the calling was that the church needed. No matter the time or day he would stop and help minister what the Lord’s calling was for the church or the community with over 40 years of dedication to serve.

You could also find him watching all the College and Pro-Football Games, Basketball and Golf Tournaments. He enjoyed reading his bible and listening to Gaither Gospel music. He was a very simple man and enjoyed the little things. He always put others first before himself.
